The Vice President Government Programs should possess a military or government communications background, with equally strong desire and abilities to identify, analyze, segment, target and win relevant Intelligence Community business opportunities for satellite services.  The candidate would be expected to acquire new business to maximize profitable contract revenue over time, manage existing accounts to broaden and deepen the company’s business base.

 

Experience/Qualifications:

·   Bachelor’s Degree in Communication, Electrical Engineering, Management or at least eight years business development experience in the satellite communications and Intelligence Community

·   Experience in government oriented operations with DoD/U.S. Government satellite

·   Experience supporting development of proposals to commercial and DoD customers 

    .   Manage all phases of business development including:  identification, qualification, proposal management and closing business proposals

·   Directs contractual negotiations and assisting/participating in negotiations 

·   Experience providing price maintenance and evaluation of non-rate card prices

·   Ability to develop and guide product programs to ensure sustained profit growth

·   Able to contribute to the corporate strategic growth plan via annual business audits, evaluations and submission of multi-year business plans

·   Knowledge of Federal Acquisition Regulations

·   Understanding of internal work process and be able to work with other departments within SES GS and SES Inc organizations to get the job done in a timely manner   

·   Identify, request and manage personnel and other resources to implement projects

·   Ability to travel at least 30% of the time

 

Essential Job Functions:

·   Lead/anticipate customer needs, satellite operational issues, assess implications, determine impact and develop and implement an appropriate action plans

·   Develop and guide product programs to ensure sustained department growth

·   Leads development of proposals for commercial, DoD and Intelligence Community

·   Ability to manage staff to achieve business objectives - implement/manage programs, work with engineering staff and contract operations

·   Works with U.S. Government customers to build awareness of SES GS capabilities

·   Able to communicate the outcome of the negotiations and proposals

·   Able to apply emerging technology into practical applications utilizing SES commercial satellites to meet U.S. Government communications requirements

·   Works interactively with the senior staff on large strategic opportunities, providing support wherever possible for activities that generate and improve revenues

·   Assists where appropriate and propose the introduction of new fleet assets, products and services that will meet the needs our U.S. Government customers

·   Project/program manager for several customer projects simultaneously

·   Collaborates with the operations and finance teams to evaluate project performance and to recommend refinements and improvements of all components of proposals 

·   Tracks/reports on the status of all proposal components 

·   Provides troubleshooting support to engineering staff and customers as required

·   Establishes client relationships with the various customers resolving problems 

·   Interfaces with customers to identify potential opportunities, monitoring and developing responses to customer RFIs and RFPs 

·   Provides expert services and assistance to project teams, as appropriate, through facilitation, information sharing, analysis and reviews 

·   Provides specialized technical/Business Development interfaces to key customers

·   Provides technical support to sales staff; including customer technical presentations

·   Develops technical subject white paper reports for special customer projects

·   Manages/documents classified shipping, receiving and controls of classified materials in conjunction with customer and industry requirements

·   Performs Deputy PM function and liaise with customers and Business Development in association with sensitive programs, proposals and security requirements

·   Coordinates with Program Managers and customers relating to program security requirements and to assist Program Manager in various functions that may fall outside security duties but require a cleared and briefed individual to perform tasks
